The Role of the Wireless Planning & Coordination (WPC) Wing

The WPC Wing is a branch of the Ministry of Communications that oversees spectrum management in India. Any product that utilizes radio frequencies—such as Bluetooth speakers, Wi-Fi routers, wireless mice, or RFID tags—requires an Equipment Type Approval (ETA) from the WPC before it can be imported or sold.

De-licensed Frequency Bands

ETA is granted for equipment operating in "de-licensed" frequency bands. This means the end-user doesn't need a license to use the device, but the manufacturer/importer must prove that the device operates within permitted frequency ranges and power limits.

The ETA Approval Process

The good news is that the WPC ETA process has become highly streamlined:

  • Foreign Test Reports Accepted: Unlike BIS, WPC generally accepts RF test reports from internationally accredited laboratories (ILAC), saving time and testing costs.
  • Online Application: Applications are filed through the Saranchar Doot (SARAS) portal.
  • Self-Declaration Scheme: For certain commercial and consumer products, ETA can be obtained via a self-declaration process, drastically reducing turnaround times.

Import Licenses
